We are pleased to inform you that the XPAT system has implemented updated payment settlement declaration and procedures, effective October 10, 2024. These updates are designed to ensure clarity on payment calculations and provide flexibility for employers to meet compliance requirements.

Key Updates:

  • Clear Payment Calculations: Monthly payment amounts will now be calculated based on a more transparent formula, helping employers better understand their payment obligations.
  • Meeting Compliance via Permit Updates: Employers now have the option to meet settlement requirements by updating or canceling permits, reducing the total outstanding dues.

Important Notice for Employers on Previous Settlement: Employers who previously agreed to the older settlement declaration must agree to the new settlement before end of October 10, 2024, to remain enrolled in the payment settlement. Please note, the previous settlement will become null and void on October 10, 2024.

We are excited to announce two important updates to the XPAT system that will improve the accuracy, efficiency, and flexibility of handling missing work permits. Please review the following updates carefully:

  1. Work Permit Missing Reporting Process Enhancement

    The revamped and updated process for reporting missing work permits offers a more streamlined and user-friendly experience. Key highlights include:

    • Verification Steps: Multiple steps have been introduced to ensure that users are submitting reports for the correct individual. This includes verifying the individual’s image, name, passport number, and country before proceeding with the missing report, reducing the risk of errors and improving accuracy.
    • Simplified Documentation: Users may now choose between uploading required documents or declaring their inability to provide them, ensuring flexibility in submission.
    • Real-Time Payment System: A service fee of MVR 1000 is required to finalize a missing report. If not completed within 3 days, the report will remain incomplete.
    • Live Status Tracking: Users can now monitor real-time status updates within the XPAT system. This includes tracking the progress of investigations, receiving updates on reviews by different authorities (e.g., Labour Relations Authority), and staying informed on the current stage of their request.
    • Withdrawal Options: You can withdraw the missing report within 7 days. A guide is available for details on withdrawal procedures.

  2. New Work Permit Missing Withdrawal Process

    Employers now have improved options for withdrawing missing reports under certain conditions. Key features include:

    • Grace Periods: Withdraw your missing report within 7 days after submission without incurring a fee.
    • Flexible Withdrawal Scenarios Whether your report is still being processed or has already been approved, you can withdraw it as long as it falls within the applicable grace periods without a service fee.
    • Service Fee Outside Grace Period: A withdrawal fee of MVR 10,000 will apply if the withdrawal is requested outside of the grace period.
    • Re-Issuing Work Permits: Upon successful withdrawal, employers can proceed with re-issuing the employee's work permit using a newly streamlined process.
    • Solution for Found Employees: The updated withdrawal process offers a solution for cases where an employee, previously reported as missing, is found and wishes to continue working under a valid permit or has returned to the employer. This allows employers to legally re-issue work permits and update the employee's status, ensuring compliance with regulations.

  1. Purpose: Allows users to modify the associated quota pool, occupation, or both, for "Open" quota slots, ensuring that paid quota slots can be reallocated as needed.
  2. Bulk Modification: Users can change multiple quota slots in a single request, streamlining the process.
  3. Automated Processing: Requests are processed instantly, with error messages displayed if requirements are unmet.

System Announcement: New Payment Settlement Option Now Available

We are pleased to announce that the XPAT system now offers an option to agree to a settlement declaration for clearing pending dues and continuing services. This option allows you to adhere to a payment schedule while maintaining access to your services. Please note the following important updates:

  1. Real-Time Fee Updates: Due payments will be reflected in real time under the "Pending Fees" view.
  2. Service Suspension Notice: Services will be automatically temporarily suspended if there are any outstanding dues by the end of September 15th, 2024. An alert will be displayed on the system if your account services are temporarily suspended.
  3. Service Resumption: Services will automatically resume as soon as all pending dues are cleared.
  4. Affected Services: Temporarily suspended services include, New Work Permits, Employer Change Work Permits, Regularization Work Permits, New Quota Pools, Quota Increases, and New Work Site Registrations.

System Update: Payment Integration with Bandeyri Pay Gateway

We are pleased to announce enhancements to the deposit payment process within the Xpat portal:

  1. New Payment Gateway: We have transitioned to the Bandeyri Pay Gateway for work permit deposit payments. This update provides access to multiple payment methods and service providers, when paying work permit deposit.
  2. Maintained Flexibility: You can still make partial payments using the Xpat digital wallet, with the remainder paid through alternative payment methods.

Summary of Maldives Work Permit Medical Requirements Update (Effective 4th January 2024):

  • New Arrivals: Submit medical report within 15 days of arrival.
  • Extension for Pre-4th January 2024 Arrivals: Individuals who arrived in the Maldives before 4th January 2024 can extend their work permits until 4th July 2024 without needing a new medical report. This allows a grace period for those who were already in the country before the new regulations took effect.
  • Extension for Post-4th January 2024 Arrivals: For individuals arriving on or after 4th January 2024, the extension of work permit validity and fee payment is contingent upon having a valid work permit medical report. This means new arrivals must ensure their medical reports are up-to-date to extend their work permits and make the required fee payments.
  • Abroad with Expired Permit: Temporary 15-day approval with foreign medical report; must update in Maldives within 15 days of return.
  • Update Medicals: Update required before 4th July 2024 for permits expiring after this date.
  • Departure Penalties: Cancelling a permit with an expired medical report after 4th July 2024 incurs a MVR 2,000 fine per year of invalid report.
  • Discontinuation of 30-Day Approval: The 30-day temporary approval for work permit holders is discontinued.
  • Work Permit Medical Validity Period Adjustment: The period for work permit medical validity, necessitating renewal, is now set to 1 year.
  • Non-Compliance: Actions as per "Regulation on Expatriate Employment [R-111/2023]".

System Notification!

Dear Valued System Users,

We would like to bring your attention to important updates regarding the Xpat system.

  1. The registration process for Xpat system accounts has been updated. All new users must now complete the registration via Efaas.
  2. With the update users who access the Xpat system using their Efaas credentials will no longer be able to log in using their old credentials (phone number and password).
  3. In order to maintain data accuracy and consistency, phone numbers and email addresses stored in the Xpat system will be automatically updated to match the information stored in Efaas.
  4. While users can still access the immigration portal (https://workpermit.egov.mv/Workpermit) using their old credentials (phone number and password), it is important to note that if your Efaas mobile number differs from the previously registered phone number, you must use the Efaas mobile number for login.
  5. For non-Efaas based Xpat account users who require modifications, it is now mandatory to link your account to Efaas. Subsequent changes should be requested exclusively through Efaas.
  6. Option for password resets will continue to be available for accessing the immigration portal.
